To reserve entry-level homes for locals, each state sets a minimum price a foreigner must pay. As a rule of thumb this is around RM1 million, but it varies by state and property type — and it has been adjusted more than once in recent years.

In Johor, the general floor is around RM1 million — but the projects we represent have secured approval for foreign buyers to purchase from about RM600,000, a big difference in what's within reach. Malaysian banks lend to foreigners — typically up to a 70% margin of finance (so plan for ~30% down plus costs). Under MM2H, or if you are married to a Malaysian, that can rise to 85–90%. Tenure runs to age 70 or up to 35 years, and 2025 rates sit roughly 3.9–4.6%. Singapore buyers gain twice here: a strong SGD stretches both the down payment and the monthly repayment. Malaysia has no annual property tax of the kind some countries levy, but selling within a holding period triggers Real Property Gains Tax on your gain. For foreigners and non-citizens the rate steps down the longer you hold:
