In July 2026, Malaysian police dismantled two online scam syndicates operating out of rented apartments and bungalows in Forest City, Johor — arresting more than 330 people.
Within days, the headline had traveled far beyond Malaysia, and a familiar question started showing up in investor group chats and comment sections: does this mean Forest City, or Johor property in general, is no longer worth investing in?
It's an understandable reaction. A dramatic headline, a well-known development, a wave of arrests — the instinct to react is natural. But it is also exactly the kind of moment that separates professional investors from emotional ones. This article isn't about defending or criticizing Forest City. It's about a more useful, more durable skill: how to evaluate a property market on its fundamentals, not on a single news cycle.
- Crime happening inside a property doesn't automatically make the property a bad investment — the building didn't commit the crime.
- Long-term value depends on eight fundamentals: jobs, infrastructure, population, business, transport, rental demand, supply/demand, and economic activity — not a headline.
- Visible law enforcement is usually a positive signal, not a negative one.
Crime Inside a Property Doesn't Automatically Make the Property Bad
Every major city has hotels where guests have been arrested for fraud. Every large office tower has, at some point, housed a company later found to be operating illegally. Shopping malls have hosted counterfeit-goods rings; apartment blocks have housed illegal operations behind ordinary front doors. None of this makes the hotel, the office tower, the mall or the apartment block itself a bad investment — because the building didn't commit the crime. The people who rented space inside it did.
"A crime happened at Forest City, so the developer or the property itself must be responsible or unsafe to invest in."
Tenants rented ordinary units and misused them. That's a tenant-screening and law-enforcement story — not evidence about the property's underlying quality.
According to police statements, the operation targeted two separate syndicates running love scams and fraudulent cryptocurrency-investment schemes, based out of 27 rented apartment units and five rented bungalows. The suspects — more than 330 of them, mostly foreign nationals — allegedly rented ordinary residential units and used them as call-centre bases to target victims overseas. Forest City's management has publicly stated it is cooperating with police and supports a permanent police presence in the development going forward.
Nothing in the public record suggests the developer or Forest City's management operated, sanctioned, or benefited from this activity. Confusing "a tenant broke the law" with "the property is a bad investment" leads to bad decisions — either panic-selling a fundamentally sound asset, or, just as dangerously, dismissing every future warning sign because "it's just news."
News Headlines vs. Investment Fundamentals
A headline can move sentiment in a day. It almost never moves the underlying economics of a property market. What actually determines whether a location holds and grows its value over five, ten or twenty years is a narrower, more boring list than most headlines suggest:
- Population growth — is the area attracting more residents, or losing them?
- Employment — are real jobs being created nearby, across enough industries to be resilient?
- Business ecosystem — are companies investing, relocating, or expanding into the area?
- Infrastructure — are transport links, utilities and public amenities improving?
- Transportation — how easily can people get to work, school and daily conveniences?
- Rental demand — is there a genuine, ongoing pool of tenants who want to live or work there?
- Supply and demand — is new supply being absorbed, or is inventory piling up faster than demand?
- Economic activity — is the surrounding region's GDP, trade and investment trending up?
Short-Term Sentiment vs. Long-Term Value
Markets everywhere are shaped by two very different forces: sentiment, which moves fast and fades fast, and fundamentals, which move slowly and compound over years. A stock market sells off on a single bad-news day and often recovers within weeks once the underlying business is unaffected. A well-located property doesn't stop being well-located because of one week's headlines — its walkability, its proximity to jobs, its transport links and its tenant demand are still exactly where they were the day before the news broke.
"Does this change any of the eight fundamentals — or does it only change how people feel about the asset this week?"
Whenever news like this breaks, ask the question above. If the honest answer is "only sentiment," the news is noise for a long-term investment decision — even if it's genuinely serious news in its own right, as a crime story.
Why Strong Law Enforcement Is Actually a Positive Signal
It's worth stating plainly: every successful, investable city on earth depends on the rule of law, credible enforcement, and a government willing to act against criminal activity — even when that action is disruptive and generates unflattering headlines in the short term. A jurisdiction where authorities look the other way is a far greater long-term risk to property investors than one where authorities act decisively when they find a problem.
A large, well-coordinated police operation — backed, in this case, by cooperation from the development's own management — is a signal of governance working as intended, not governance failing. Markets with weak or inconsistent enforcement rarely make headlines when crime is uncovered, because it usually isn't. That silence is not a sign of safety.

The goal isn't to ignore the news. It's to place it correctly — as one data point, not the whole picture. Investors who make decisions based on fundamentals, not headlines, are the ones who tend to still be holding sound assets long after a particular news cycle has been forgotten.
